PC key board locked or frozen

Dell imnsion C521 keybord frozen Page up/down keys work but no others. using on screen keyboard. Have tried another keyboard, that too didn't work,

are both of the keyboards usb? or ps2? if they are both ps2 maybe the port is shot...if they are usb try different usb ports

Tried other ports, no go. But eventualy went to keyboard accessibility options, and removed all ticks, saved, and restarted computer, and wow it worked.but thanks for help.
