Sure you can, but not just ANY 650 watter. I would definitely get one that is at least Silver Certified, if not Gold Certified. But with the price of decent power supplies these days within $20-40, why not get one with more headroom. It's better if you get an 850W that runs at 55% capacity, rather than a 650W that runs at 75% capacity

I don't know much about psu.. but what's the difference between Silver Certified and Gold..quality?

You don't need more than a 500-550W PSU unless you're planning on putting two HD6870s in that PC. I'd spend less on the PSU and upgrade the GPU to an HD6950 or GTX 560ti. Get the S12II-520 for ~$60: http://www.newegg.com/Product/Product.aspx?Item=N82E16817151094&Tpk=s12ii-520 and that gives you $70 more for the GPU. Cut the case budget to $100 and that's $170 more for the GPU and would allow you to get an HD7850. Better performance and lower power consumption.

Edit: Your 6870 probably costs around $150-175. Add that to the $170 above and you can afford an HD7950...significantly better performance and can still be easily run on the Seasonic I linked. I use that PSU for a more power-hungry HD6950.
 


depends, the 560ti(most likely 1 gb vram varient) will perform better till you hit games that use more than 1 gb of vram(battlefield 3) or bad sli configurations(arma 2). sli is more taxing on computer heat and requires a certified board as well as a lager psu requirement. a stronger single card will give you less issues than 2 stronger cards.
