I'm gonna build a PC with these specs:

Case - Cooler Master Haf 912 Plus
PSU - Corsair TX650W V2
Motherboard - Asrock Z77 Pro4
CPU - Intel Core I5 2400
Cooler Cooler Master Hyper 212 Evo
Crucial Ballistix Sport DDR3 2x4GB
HDD - WD HDD 500GB 7200RPM SATA 16MB 3.5 CAV BLUE
GPU - SAPPHIRE TECHNOLOGY Radeon HD 7850 OC
DVD Burner - LG 22x DVD-RW Black
ASUS VS229H Monitor LED 21,5" Full HD - Resolution (1920:1080)

My question is: Will I be able to play the latest games with Maxed Out Settings in that resolution with these specs? Or should I buy a monitor with less resolution?

PS: It's worthless you say I have to change to a more expensive GPU because I won't alter it. Money is the reason :)

Check out the review with benchmarks to see how that card does. It's the only way you will know for sure. btw that board you chose doesn't run dual vid cards @ x8. It runs dual cards @ x4. You want the Asrock Z77 extreme4 to be able to run two of those cards in the future @x8. Also you don't need that CM 212 EVO seeing how the 2400 doesn't over clock. The stock intel heat sink will work just fine.
