Will 5570 Hd work better on win 7 than Win xp ?

Hello guys ,
I have a sapphire ati radeon 5570 HD .

When playing games like modern warfare 3 , even on max settings , the graphics seems to be low . I am using windows XP 32 bit service pack 3 .
Is this because of direct x 9

Please help me . If I upgrade from xp to windows 7 will it make any difference while playing games ?

It could be because W7 plays games with DX11, while XP only plays in DX9.0c

dx11 will slow down your games you will gain performance because of dx10..
