Phenom II x4 965 Overclocking Problem

Hey, i was wondering if anyone could tell me why everytime i shutdown my pc then boot it up the overclock fails the voltage set is perfectly stable, restarts runs everything perfect but everytime i turn my pc off and on the overclock fails happens everytime no matter if i increase the voltage or not.
