I'd start with something like above. It'll last you many years. The video card is the weakest link but you said you don't play any demanding games. The psu gives you plenty of power for any upgrades you may do down the road. You won't need to overclock the cpu, it's way fast. If you want to overclock the cpu for some reason, you'll need a Z77 motherboard and a K series cpu which would be considerably more money, but that's up to you.

Hardrives, ssd and optical drives are up to you. Add $100 for Win7.

Pre-release reviews....? That's different from a release, or post release review in what way??

They tested, benched and overclocked Ivy Bridge cpu's in at least a dozen different articles. How does the date of testing affect those numbers???
