The price vs performance ratio of both those cards is basically the same so it's up to you to decide if you want to spend the extra cash in the 560Ti. If I were you I'd save a few bucks on the CPU and get a 2500k instead of the 2550k. The 560Ti is a good overclocker so you might want to consider better cooled versions of it. Good luck!
 
The GTX 560 Ti is better than the HD 6870 and competes with a HD 6950. ( OC ability in the radeon 6870 is not much compared
to the GTX 560 Ti and the HD 6950
If you have got the money, then go for the GTX 560 Ti.

Save some money up and buy yourself an i5 2500k instead of the 2550k like diec4st said.
I don't think the extra money is worth it. You'd get almost the same performance out of the two. It doesn't OC better than the 2500k too.
