I bought a corsair H60 liquid cooler, along with an FX-4170 with the intention of overclocking it. I'm using OCCT to stress test the cpu. What is the maximum safe operating temperature to declare the CPU stable at?

If you run Core Temp, it will not only tell you the temp of the cores, but the TJmax as well. TJmax is the sensor's thermocouple junction point that 'reads' the temp and is the max the core(s) can withstand. You never want to get that hot.
