ASUS ENGTX275 fan noisy on system up

Hello,
Everytime I turn on my computer my graphics adapter fan spins really fast causing a lot of noise for few seconds and then it's back to normal and everything is fine without any noise. Both 6-pin PCIE power are connected. Is that normal?

Here is my system's specs:
RAM: Corsair 8GB (KIT) DDR3 1600MHz/CL9/VENGEANCE
PSU: Corsair TX 650W V2 /80+ Bronze
CPU: Intel® Core i5 2500K, 3.3GHz, 6MB
MOBO: Gigabyte GA-Z68P-DS3 - LGA1155
GPU: ASUS ENGTX275

Yes that is normal. The fans tend to spin up to full speed on start up then lower to normal levels.
