Approximate Purchase Date: (e.g.: this week (the closer the better))

Budget Range: $1000 - $1400

System Usage from Most to Least Important: watching videos (blurays), surfing the internet, gaming, app development from android, and school projects, burning blurays, dvds, and cds

Parts Not Required: I have a keyboard, mouse and speakers. I don't mind using xp for a while and then upgrading to windows 8 when it comes out. I have an old monitor but will try to get one from a friend, so am not worrying about that.

Preferred Website(s) for Parts: wherever they sell cheap and reliable parts

Country: I live in the United States

Parts Preferences: I would like a modern intel processor maybe with the hyperthreading, preferably one of those intel core ones since they seem to have high benchmarks, maybe i should get a 3rd generation even, i don't know?

Overclocking: Yes, that would be cool if it can fit in my budget.

SLI or Crossfire: Maybe, if it fits my budget would be nice for the occasional games my brother plays on the computer

Monitor Resolution: i have a old dell E193FP, but i don't want to include the monitor in the budget, because for now i have 2 spare normal standard monitors, and a led hd tv with a hdmi and pc port i can use.

Additional Comments: I would love for it to be fast, but also upgrade able, maybe have a raid hard drive or a small ssd just for the operating system. I would love to have a tv tuner to record shows, and anything else that would make it more entertaining. A quiet pc is always a plus since it will be in my living room, and i don't want to hear a fan always.

Man you can build a good PC for like 1/2 your budget that will do everything you want it to do perfectly fine.

Try this:

Case: Cooler Master HAF 912 - $59.99
PSU: Corsair TX650 V2 - $89.99 ($10.00 MIR)
Motherboard: Asrock Z68 Extreme 3 Gen 3 - $121.99
CPU: 3.1GHz Intel Core i5-2400 - $189.99
RAM: 8GB G.Skill Ripjaw X 1600MHz 1.5V - $46.99
HD: Seagate Barracuda ST 500GB - $79.99
Optical: LG Blu Ray Burner - $79.99
Video Card: Sapphire Radeon HD 6850 - $149.99 ($15.00 MIR)

Total: $756.92 - $25.00 MIR = $731.92

If you want a better CPU - upgrade to the i5-2500K and that will add about $40 to the cost, and then if you want to overclock add a Hyper 212 Evo for another $35, and then if you want to upgrade your GPU to a 7850 that will still put you at under $1K and you can use the difference for any peripherals, a nice monitor, or OS license.

SSD's keep going down in price every few weeks. When you get Windows 8, then pick up a 120GB - 128GB SSD. You will probably be able to find them under $100 in a month or two they are going down in price that fast these days. $99.99 & this item ships for FREE with Super Saver Shipping
