Fx-1820 overheating issue

Hello,
I am currently having issues with my CPU. I can tell it isn't new. I am in the bios here, putting all the fans to max speed, at the tempeture remains at 74c. That and the CPU warning tempeture defaults at 60c. So I find it unbelievable that just simply going to the bios gets the temp this high. The fans are at max. I opened up the case to let it cool, it's all clean, yet I still have issues. Any ideas?

I'd reseat the heatsink again just to make sure, though I have to say that the stock heatsink is a bit noisy and barely adequate. Just recently built an 8150 system and that idles around 35c and quickly gets to 61c at load. This case has the usual front/back fans and a couple of side panel ones (though the filters do block a lot I guess). I'll be changing the cooler to an 212 Evo or something asap.

Still with a couple of fans in your case I think you should be a fair bit lower than that.
