Amd 6990 problems

i bought a gigabyte amd 6990 and it preforms worse than my gts 250 that i had a couple years back, it artifacts like crazy when im on the desktop, games that arent hardware demanding like l4d or cod4 have 10-20fps, when i uninstalled the bios and install a new one the screen just goes black for ever(let it run for 24+hours and it was still black) none of the bios make a difference except the one on that came on the cd(it gives me the best windows score lol) i have RMA three times, first time they just sent me back my old @#%$ing card (i know it was mine i wrote **** on the bios label) the other two cards they sent me still perform the same, i have flashed the bios on my mother board and that did not help, i bought a new asus crosshair iv extreme and several different ram kits from g.skill, corsair, mushkin, ocz, and even amds own branded ram, but nothing works and i tried a amd 955, 970, 1090t, and 1100t and that does diddly. the only time my 6990 performs well is when i have it overclocked to 930mhz and 1350mhz on the memory and i have the fan turned to 50% so it can cook at 60c, when i turn it to full the temp drops to 46c and it starts with the horrible horrible problems.
i have tried it with windows 7 64bit(and 32bit) ultimate, home, professional, vista 64bit(and 32 bit) ultimate and home and good old windows xp
current setup:
OS-windows 7 64bit ultimate
RAM - G.Skill flare 8gb
Mobo - Asus crosshair iv extreme
ssd - OCZ agility 3 480gb
PSU - corsair 1200w
CPU - phenon II 1100t @ 4.2ghz on liquid
GPU - AMD Radeon 6990 <------- I'm betting that is my problem

Why are you toying with the BIOS if you've never had it running stable in the first place?

it seems to be the only way this card will run with out to many problems although it does not fix slowness in games like l4d and cod4 and skyrim. but i think i have found a more permanent solution, bought intel i7 2700k and asus maximus iv extreme with two gtx 580's. so far with this set up my amd hardware has not been acting up.
