I can't really think of anything that will cut down on costs too much.
I don't believe that the sound card is 100% necessary, and you could always just buy a cheap mouse/keyboard for the time being.
You could probably also find a decent case for about $50. I'm not too experienced in PC building myself so I don't want to give you any bad advice.
 
You want a Z77 board if you plan on video editing for the use of quick syn and lucid virtu. Also I would hold off on a sound card until you hear the on board sound first. Chances are you will forgo purchasing the sound card.
