First time builder here, and have what feels like a newb's question. For this build, is a 650W power supply sufficient?

Yes, Just make sure it is in the top 2 tiers. Such as Corsair TX, Gs or Seasonic, ect. Just google the one you think you want to buy and read the review.
Your bould will be undre 400 Watts.
My i5,2500k OCed to 4.2, with AMD 6870, 16 Gigs Ram and 4 drives is just under 300 Watts (measured 350 W at wall when runing Furmark)
