What is the best steering wheel/pedal setup for Forza? I'm in the market
for one and don't know which works the best. I love the new Logitech one
for GT4 if that helps.

While in the subject, 4Gamers have steering wheel for both PS2 and XBOX.
Any recomendation on this?

There are really only three major contenders. There's the Fanatec
Speedster 3, the Madcatz MC2 (Xbox version), and the Logitech NASCAR wheel.
I haven't tried the Logitech one, but my understanding is that it's not
great.
I have the Madcatz and the Fanatec wheels:
The Madcatz wheel is decent. It stays on my lap pretty securely (it has
panels that go down the side of your thighs to hold it in place). Table
attachment is by suction-cup, which isn't my favorite. Rumble feeling is
poor. It's configurable, but has no memory, so you have to reconfigure it
every time. Mine isn't quite centered right. At spring-center, it pulls
to the right a bit. Other than that, it's pretty good. Nice size,
separate shifter, slot for the Xbox Communicator (on the Xbox-only version,
remember).
The Fanatec wheel is quite good. The force-feedback isn't nearly the
quality of the PS2's Logitech. Apparently, MSoft didn't implement full
force-feedback on the Xbox. Instead, anything that would normally be a
rumble actually shakes or jolts the wheel, or causes it to slip. This
works better than you might think...it's easy to suspend disbelief. So,
not quite the real thing, but better feel than the Madcatz...I know just
when I'm losing traction, etc. The rest of the wheel is terrific...bunches
of settings saves, good quality construction, clamp attachment. It centers
itself by force-feedback motors, so the tension is great (though you do get
that little dead spot in the middle where the gears don't quite mesh).
Only downside? The Fanatec wheel is $120-$150, and the Madcatz wheel is
$40-50. That may make your decision right there, particularly since
there's no guarantee that the Fanatec wheel will be at all usable on any
other platform (I'm hoping for a driver for it for the PC, myself, but may
well be hoping in vain
