Upgrading HD4650 with small PSU

Hi, can anyone help me find a video card that's better than a HD4650, but with the same wattage, and under £50 ($80) second hand please?

APPROXIMATE PURCHASE DATE: March 2012
BUDGET RANGE: £50 second hand ($80)
USAGE FROM MOST TO LEAST IMPORTANT: Gaming (SWTOR at 1152*864 lowest settings)
CURRENT GPU AND POWER SUPPLY:
GPU: Radeon HD 4650 1gb
PSU: icute AP-400M12 (400W peak, 12v @ 18A ie 216W)
OTHER RELEVANT SYSTEM SPECS:
CPU: Intel Pentium dual core E2160 1.8Ghz
Mobo: ASUSTeK Computer INC. P5VD2-VM 1.XX 200mhz
BIOS: Phoenix Technologies ACPI BIOS Revision 1105 05/22/2007
Other: 4Gb mem (3Gb usable by windows), XP SP3 Home 32bit, 200gb SATA HDD ST3200822AS, DVD-RW.
PREFERRED WEBSITE(S) FOR PARTS: Any UK, probably ebay.co.uk for second hand
COUNTRY OF ORIGIN: I'm in UK, don't care where the card was made!
PARTS PREFERENCES: none
OVERCLOCKING: No (I'm not confident, and I have the wattage to consider)
SLI OR CROSSFIRE: No (I don't know if HD4650 does Crossfire, but I don't think I have the wattage for a 2nd card)
MONITOR RESOLUTION: 1152x864 (19" CRT 4:3)

ADDITIONAL COMMENTS:
My system used to play WOW acceptably at not-quite-lowest settings, but now I've switched to SWTOR, I could do with upgrading the graphics card. The problems I see are black screens, objects (eg NPCs, my ship) taking time to appear, lag in fights, long loading screens. Some of this is down to processing power but some is the graphics card, which is easier to upgrade!

There's not of PSU to go round, so I think I should stay within the wattage of my current card, which is either 50W or 20-63W depending where you look.

Note on XP: it's DX9 only, so any benefit a card would have from DX10/DX11 is lost (I don't fancy the hacked versions of DX10/11 for XP)

I've been looking at HD5570 and HD6570. Would I get a performance boost?

Any advice gratefully recieved :)

if you want second hand, put a post on some of the techie sites that have a buy/sell/trade forum, to include our very own THW.

The 5570 and 6570 are several levels up. The 6670 is new here for $80 and would be better. The absolute best card would be a 7750 if you could scrape up another 30 bucks(plus whatever taxes are) but its probably complete overkill for your resolution.
