Hi there I am looking at getting a After market CPU cooler for a rig I am building and was woundering if this is a good setup or if I should look at another cooler

Setup is as follows:

Just wondering if that will work and also a side question is it worth getting the ivy for $10...

The Ivy is totally worth the extra $10.

For the fans that is exactly what I would recommend. Whichever 212 is cheaper (Evo or the plus) is what people should be getting, the price/performance is just too good.
 
Yes the Intel® Core™ i5-3570K and the Cooler Master hyper 212 +/Evo will work well together but watch out for the memory that you select. If you pick up the normal Corsair Vengeance (or any other memory that has large heatspreaders on it) you may have problems mounting the cooler. So try to get low profile memory to avoid this issue.
