I have 1 PCI E Slot, which Video card would give me the best preformance? Budget is <$200 including shipping+taxes

11% one star reviews on the Sapphire card vs 6% on the XFX = lower DOA rate. Dual fans should also be quieter and more effective and lifetime warranty vs 2 years. I'd go with the XFX.

You are thinking of a different card and that one just needed an updated fan profile.

You are just wrong. There was a problem with one model that needed an updated fan profile. That's it and it is not the card linked. The card linked has 300 customer reviews on newegg consistently remarking on how quiet it is.

They do all have the same performance(barring a factory OC) but the cooling certainly varies in both noise level and effectiveness. Warranty, reliability and quality of customer service will vary as well.

I have read articles so it is not my subjection thats claims XFX has some nosier fans and it makes since on 68xx that two smaller fans will be louder than one bigger fan.

I think SAPPHIRE CARD IS GOOD AND CHEAP ALSO. many of newegg reviewers said its queit but it is MISSING THE CROSSFIRE INTERCONNECT CABLE!!!!

Crossfire bridges usually come with Crossfire capable motherboards, not the video cards.
