PC Specs:

Windows 7 Home Premium 64 Bit
8GB CORSAIR XMS3 1333MHZ DDR3
750W Corsair TX-2
640GB WD HDD
Asus P5G41T-M LX PLUS

I have 1 PCI E Slot, which Video card would give me the best preformance? Budget is <$200 including shipping+taxes

I live in Toronto, ON, Canada

Please use newegg.ca or ncix.ca

I will not be doing sli or cross fire. I like to play stuff at Max.

Like BF3, Counter Strike, MW3. Most popular new games.

Resolution 1680x1050

The HD6870 is what you want for that money. It will do very well at your resolution.

HD 6870 or GTX 560. I'm not going to try to figure out your taxes.

11% one star reviews on the Sapphire card vs 6% on the XFX = lower DOA rate. Dual fans should also be quieter and more effective and lifetime warranty vs 2 years. I'd go with the XFX.

I read the XFX 68xx card have relatively noisy fans and I have heard great thing of the Sapphire Radeon HD 6870 1GB GDDR5

You are thinking of a different card and that one just needed an updated fan profile.

You are just wrong. There was a problem with one model that needed an updated fan profile. That's it and it is not the card linked. The card linked has 300 customer reviews on newegg consistently remarking on how quiet it is.

They do all have the same performance(barring a factory OC) but the cooling certainly varies in both noise level and effectiveness. Warranty, reliability and quality of customer service will vary as well.

...
Alright, fine. Please do share why you think that specific card is noisy to the point where 300 customer reviews isn't enough to sway your opinion when you've already said you personally have not used the card.

noisy is Subjective.

...and you, subjectively speaking of course, have a reason of some sort for thinking this card is "noisy"? Is it a secret reason or are we allowed to know?

I have read articles so it is not my subjection thats claims XFX has some nosier fans and it makes since on 68xx that two smaller fans will be louder than one bigger fan.

Can you link an article on the card in question that says what you are saying?

I think SAPPHIRE CARD IS GOOD AND CHEAP ALSO. many of newegg reviewers said its queit but it is MISSING THE CROSSFIRE INTERCONNECT CABLE!!!!

Crossfire bridges usually come with Crossfire capable motherboards, not the video cards.
