Hi,

Is there a way to use the Remote Desktop without an Internet
connection?

My server does have an Internet connection, but the client does not. I
would like the client to connect to the server using a modem and use
the desktop that way.

Is that possible with Windows? If not, are there other programs I can
use?

I'm confused.
A "modem" is an Internet Connection.

No, a modem is a device by which you can connect to the telephone
system, subsequently connecting to the internet thereafter, if so
desired.

Albeit true that a modem does not necessarily represent an Internet
Connection, per se - it does represent the possibility to make said Internet
connection. Either through the setup of a RAS server on this persons
admitted server or through the ISP through which the server itself already
has a connection.

The simplest solution I can see is to give the client an Internet
Connection.
