Do you need a whole tower or just the components you listed? or is this for everything (tower, screen, mouse, and keyboard)?
Sticking to the same brands is less important than making sure each component is compatible at the rated speed with the others. For example, you get a motherboard and it only supports 2GB per RAM slot but you bought a 4GB RAM stick so it won't work.

As for the components you asked about:
CPU=i5-2400 $190 USD
VGA=XFX Radeon HD 7750 $120 USD
Memory(RAM)=G.Skill Ripjaws X 4GB (2x2GB) $25 USD
Motherboard=Intel LGA 1155 P67 $175 USD

Total: $510 USD

If you want more explanation or why I picked these parts let me know.

Hope that helped

This comes to $654.96 and is just for the parts that you have listed. The four things that you listed are only a portion of what is needed to make a computer , you also need a case , a power supply , a dvd drive and a hard drive and a monitor. So what are you doing for those additional things and are they supposed to be included in the $650 budget?
