CPU fan speed low when on high temps

I have an intel e2160 dual core processor that is overclocked to 3.0 ghz and from what I noticed the cpu fan speed goes slow even though the computer cpu is heating up. The temperature goes about 55 to 65 degress celcius during certain games and the cpu fan still won't kick up the speed. This is my cpu fan. http://www.newegg.com/Product/Product.aspx?Item=N82E168...

I have CPU smart fan enabled to auto. I am just wondering is that normal for the cpu temperatures to go that high and still the fan goes in a low rpm instead of high rpm to cool it down? the fan goes about 700-1000 rpm playing computer games and the cpu is around 55-60 degree celcius, I have turned off the cpu smart fan and the max rpm of my cpu fan is around 2500. I am just wondering why the cpu smart fan won't kick up the speed of the cpu fan when it reaches such high temperatures.

Those temperatures are fine.
