More about upgrade
  1. His CM PSU should not be treated as any more than around 450W: http://www.hardwaresecrets.com/article/Cooler-Master-eXtreme-Power-Plus-600-W-Power-Supply-Review/1034/9
That review (and many others like it) is why I will no longer buy any CM product, because I do not care to support a dishonest business.
An i3 (or even a lowly Pentium) are your best cheap choice, but you'll still need a GPU. Something like a HD6670 would use very little power and still outperform his current SLI setup.
  2. I think you could use a VGA upgrade since GTA4 likes more memory and effectively you only have 256mb (besides the SLI). Get a stronger one than your SLI.

    Like this one: ZOTAC ZT-40701-10L GeForce GT 440 (Fermi) 512MB - $79.99 + $10.74 Shipping
You could remove the Case and the DVD burner from the first build and use this VGA.

i know no hard drive. you *could* get a pentium G820 for $25 less but that still would not leave enough for a HD. your brother will wet his pants from what he is upgrading from

  5. Looniam's build will be much stronger in games than an AMD replacement for anywhere near the same price.
