GTX 580 keeps clocking down to half.

I play Counterstrike Source, The Old Republic, some WoW, some Assassin's Creed. Lately my GTX 580 has been clocking to half after playing counterstrike, then doesn't re-apply the regular settings afterwards. So every time I play CS, I can't play any other games (they're playable, but only at 40 fps and it usually runs much faster). How can I fix this issue beyond the obvious reformat?

Sorry, went on vacation shortly after posting last. I have the latest drivers.

i5 2500k running at 4.2 ghz
ASUS Maximus IV Gene-Z
16 gb gskill DDR3 @ 1600 mhz

I'm quite stymied. My GTX 580 is the Gigabyte Windforce model with 3GB.

The previous few months of drivers have been unsuccessful at clearing the problem. I haven't contacted gigabyte support yet. I will do that.

My PSU is a new 750w OCZ, and if that were the problem it wouldn't underclock, it'd probably just shut off.
