[ask] WSAStartup() error , winsock problem

i don't really know what happen to my windows 7 at this time.

The problem happen when i tried to open program for torrent such as uTorrent,
and gave this error message "WSAStartup() failed, or you have the incorrect version of winsock installed."
and gave error message like this "WSAStartup() error" in some application.

i already tried method such as "netsh winsock reset" , ad-aware scan, malwarebyte and anti virus scan doesn't show any virus or malware exist.

and another thing, now my computer cannot go online, i already tried to diagnose and repair the network.
still no help..

and when i tried to open internet browser(chrome,mozilla,IE) show error page (because no internet connection i think).

but when i do ping such as "ping www.google.com -t" it can ping to google server  

anybody can help me?
