Everything looks compatible. Just make sure that cooler also fits Socket 1155 boards (I'm fairly sure it does though).

Also fairly sure you could build something a little better at gaming from your budget (if gaming was your primary concern).

Less RAM, cheaper cooler, few tweaks here and there and I'm fairly certain a GTX 560Ti could be squeezed into budget.

Yes I am planning on building a gaming pc too.

Should I use Arctic Silver?

Also if I use the v8 do I need more fans? Or if I use the Freezer 13?
I'll have the stock fan with the cpu too of which I can add to the most logical location.

Is this the same product as you stated: ASUS LGA 1155 - Z68 - PCIe 3.0 and UEFI BIOS Intel Z68 ATX DDR3 2200 LGA 1155 Motherboards P8Z68-V PRO/GEN3

What about this GPU? GIGABYTE ATI Radeon HD6850 1GB DDR5 2DVI/HDMI/DisplayPort PCI-Express Video Card GV-R685OC-1GD

Do I have everything to make a gaming pc? I just checked this Diablo 3 benchmark PC and here is what they had to say: http://www.tomshardware.co.uk/diablo-iii-performance-benchmark,review-32439-3.html

Do I need a On-Board Gigabit LAN controller? That site just has it listed and I don't know what it does.

Lol i think you were looking at the bottom of my post which displays my signature. Those aren't build components i was suggesting, thats my own personal build. Only pay attention to stuff written above the ----------- line :)
