I installed a new GPU a few days ago, the GTX 560. After my computer started shutting off, I realized that the CPU temp shutoff was doing its thing. I installed some programs to look at the temps. These are my idle temps.
CPU: 60 C
GPU: 38 C
MOBO: 42 C
HDD: 36 C

Any idea why my CPU is so hot? I added new Thermal Paste, a new case fan today, but it didn't do much.

Quicky
Is your cpu fan spinning?
Does the heatsink feel hot to the touch?

A little longer
Is your cpu fan fully home, did the retaining clips click?
If it's a 3rd party cooler, did you check for and remove any plastic film from the base of the heatsink block?

It's a stock cooler for a Athlon X2 255 on a Athlon X4 635. Fan spins at over 4000 rpm. I haven't felt how hot it is.

There is your problem.
You are running a heatsink for a dual core on a quad core processor.
You need a better heatsink. The quad core heatsinks are 25% bigger(Thicker) than the dual core models,
