I've read a lot of sweeping statements about cpu's bottlenecking gpu's. You have to treat mem cpu and gpu as one system. If a game demands more from the cpu than the gpu then cpu is bottleneck and visa versa. So it is dependant on which game you benchmark. In summary a the bottleneck is the component that is maxed out first in any situation, and this may switch depending on game.
 
Technically you are talking about a restriction the same as every one else. A Bottleneck is quite something different and trust me you would know about it if you had one. We are talking literal slide show here.
However as the term has been adopted en mass that's how any restriction these days is refereed to.

As you say its just the slowest component in any given system. Usually the HDD technically. Resolution can play a part as well sometimes.
