The graphic card upgrade will give you instant gaming capability where you don't have it now. The dual core should be good with a GTX 460/HD 6850 class card before you start seeing CPU bottle neck. Even above that, any card will work. You'll just start wasting some of its capabilities. And yes, you will need a new PSU.
