I have Phenom II X4 940BE which is underclocked and undervolted to 2.8Ghz, 1.25v and is perfectly stable.

So i installed few temperature monitoring programs and they all show 45-55°c in idle, which is kind a high temperature.
So i removed case panel, started computer, programs showed 50°c and then i decided to touch CPU heatsink and it was cold. You could barely feel the heet.

Problem with sensors or?
 
What case do you have? Also do you have fans blowing around and about in the case?

Most users today will tell ya to configure your case fans like so:
Front Fan = Blowing into the case
Side Fan = Blowing into the case
Bottom Fan = Blowing into the case
Top Fan = Blowing out the case (since heat raises)
Rear Fan = Blowing out of the case

That way the will make sure that your components inside the case get proper air flow. To be honest with ya, The 940BE does have some nice power saving options if your mobo supports them, I would set the bios back to default 3ghz and just see if the temp changes at all, if not then load the 2.8ghz profile and make sure your case if getting the air flow.

Also make sure all dust is cleaned. If your using the stock heatsink, I would start by taking the fan off and clean that out with an old paint brush or compressed air, same with the fan.
