Depends on your screen resolution, but, if you get something like a 2500k and OC it to around 4Ghz-4.5Ghz, you could see a huge performance increase (20FPS or so I can imagine) in some titles.
Sleeping dogs_max payne 3_skyrim...__but you know i ran max payne 3 both in highest and lowest settings the fps was so horrible around 10-12 but i ran it in windowed mode and checked out that the cpu usage was around 40_50 i have the Cracked version of maxpayne 3. Does this mean bottleneck?
The i5-2300 may be bottlenecking your GPU due to its low clock speed. You can't overclock your chip, unfortunately, but, you may be able to raise the multiplier of the CPU inside BIOS by a small margin if it supports Turbo Boost

I run sleeping dogs game at highest settings around 40 fps and while playing the cpu usage stays around 40-60% i think this is ok right?
Yes, it's good that it's not maxing out your CPU (you would see major bottlenecking at that point). However, you are most likely still experiencing some slight bottlenecking as I've previously stated.

Before you go buying things I suggest waiting. I have heard that Nvidia hasn't had a chance to optimize there drivers. so as long as you aren't cpu bottlenecked already it might be more beneficial to wait a bit.
