Pc was off and saw sparks coming out-now wont power on?

You must have some bad luck with buying power supplies because there isn't something that you can do to cause a power supplu to fry or go defective.
What was the first one and what was the second one. Where do you live , sometimes if it's a out of the way place you may be getting bad psu's from the supplier who gets them from someplace unreputable.

If it was a poorly made PSU and replaced with an identical poorly made PSU, I would expect the same outcome. If you used a quality PSU and it created sparks, I might venture that either your wall voltage is outside of the PSU's ability to compensate for or you have your ATX 12V and PCI connectors reversed. There may be other reasons but those are the first that come to mind.
What brand and model PSU do you have there?

Check if you have the voltage switch on the back set accordingly to your wall voltage. Also get a anti-surge protector for the PSU plug just in case.

When it comes to brands get an Antec, Corsair or Seasonic since they tend to work.
