High temps! Need help!

Why are my CPU and graphics card temps so high? I went to the repair service and got thermal paste reapplied to the CPU twice, but each time they say it will be fine now and it goes up to 98 C when under load for more than 10 minutes. What should I do? Graphics card temps go up to 100 C. Btw my CPU and graphics card were never overclocked
