Sempron 145 cpu problem

i built a new amd sempron 145 based system.sempron 145 has clock speed of 2.8ghz but my cpu is not giving me clock speed of 2.8.when i starts my system everything works fine but when i start any app like winamp or any program cpu clock speed fall down to 0.8ghz also i reset my mobo bios settings But I'm still experiencing trouble...

It's normal for CPU's to down-clock when under light load or when they overheat. It seems yours may be down-clocking when under load, so heat would be a suspect.

I would first check to see if the down-clock is in response to load or temps.

Download a program that can read your CPU temp, like HWmonitor, or core temp, and see how hot the CPU is getting when you have it under load. (Prime 95 is a good program to load your CPU.)

While running prime95, also note your clock speed.

In Windows power settings..Set it to High Performance...It is just throttling back because of Cool-n-Quiet
