There is a cheap fan controller i want to buy but it says 3.5 inch but when i measure the empty slot under my memory card reader its 4 inches in length? Here is a pic of my PC

Am i measuring it wrong? All the fan controllers seem to be 3.5 inch.

First of all, you can buy fan controllers at 3.5" or 5.25". Secondly the bay below your card reader is a 3.5" bay and will fit your fan control just fine.

There are just 3.5 and 5.25 bays, nothing else. ;)

Then why does it measure 4 inches exactly?

Looks like it's for some spare space, if it tight it will be hard time to install it..

This. ^^

The case openings are a bit larger than the drives, for obvious reasons. Besides, if you measure it larger it will fit for sure, because drive sizes are standardized. ;)

Are you measuring length or width? Internal or external?

Measure the bracket the peripheral will sit inside, it will be 3.5 inches internally side to side,
as mentioned, the fascia is often larger
