XFX R6670 Video Card

I just installed an XFX R6670 video card. When I re-boot, or fresh boot, the computer (Dell Inspiron 530) revs up, shuts down, revs up again, shuts down again, and on the third time it finally boots successfully. Any ideas?

May be is power related.... what PS you have.... and is it work stable now?

350W power supply. I'm not sure if I want to replace video card or Power supply.
