Can this 400W PSU run a GTX 460 SE 1GB?

Since a power surge a week ago my computer has been acting weird. When I play games after so many seconds the display goes and my GPU fan goes to 100% until I restart or shut off the PC. I'm using a no name brand 630W PSU now, it worked fine for about 6 months. I'm thinking of trying the 400W PSU out. It's a Sparkle 400W-PN with 18A on 12V1 and another 18A on 12V2. It seems to have good reviews and people seem to boast it's power capabilities.

Also, the 400W's 3V has 28A and 5V has 30A.

Is this cutting it close or am I in the clear? It's in great condition, but between my GPU and gaming and my HDD in general, there seems to be power issues since that surge so I'd love to try using this PSU if it's ok.

since you got a power surge suggest that you try the graphic card in another computer,also if you buy another psu get one from 600 to 650 watts from a recommended maker

For a system using a single GeForce GTX 460 SE graphics card NVIDIA specifies a minimum of a 450 Watt or greater power supply that has a combined +12 Volt continuous current rating of 24 Amps or greater and that has at least two 6-pin PCI Express supplementary power connectors.

Total Power Supply Wattage is NOT the crucial factor in power supply selection!!! Total Continuous Amperage Available on the +12V Rail(s) is the most important factor.

The Sparkle 400W (ATX-400PN), with its combined +12 Volt continuous current rating of 29 Amps and with one 6-pin PCI Express supplementary power connector, is electrically sufficient to power your system configuration with a single GeForce GTX 460 SE.
