I was going to sugest Psychonauts too, but decided not to because none
of his other games were in the same catagory (not that many games are to
begin with). I will go ahead and add Voodoo Vince since you introduced
Psychonauts.

I'd dump all four of these. Just not my taste in games.
OK, so that's about seven games I'd dump off my top 15 list. To
fill back up to 15, I'd add JSRF, Panzer Dragoon Orta, Psychonauts, NBA
Street 3 (or 2, depending on taste), a racing game (I like
NFS:Underground, but I could see arguments for Forza, Sega GT, Underground
2, PGR/PGR2), Beyond Good & Evil, and Soul Calibur 2. Possibly substitute
Gunvalkyrie for Otogi 2, while I'm at it.
So my list would be:

While Dai Senryaku is not an action game, for what it is this is one awesome
game. If you like Risk, Axis and Allies, or even chess, or any strategy
game, the $20 you spend on this will give you tons of replay value.

You can fly in Dynasty Warriors? It seemed to me on a brief play
session that Otogi was meant to be played mostly off the ground.

Since the list only has 15 slots I decided to limit it to games
released after January 1, 2004. I will do another thread at a later
time that has the the 15 best action titles pre 2004. Panzer Dragoon

No, you can't fly in DW (though I wish you could do more wire-fu type
manuevers
The flight thing, however, drains your magic so I usually try to avoid it.
However, some stages require flight - such as the one where you have to
kill the wizard who's flinging stones or whatever at you. If you just try
to platform-hop, you'll get hit for sure. That stage annoyed the heck out
of me until I figured out how to "fly".
Even then, "flying" is rather hard on the hands for me. It seems to me if
it was so important, they would have made the controls easier or
something. Hitting jump/dash over and over and over again just isn't my
idea of a good control scheme if you ask me...

Then it's hardly the same, now is it. It could be my Gunvalkyrie
experience, but I played Otogi in the air as much as possible for the most
part.

It's been a while since I played, but the FAQs I just consulted
refreshed my memory -- dashing doesn't drain magic, but you can't dash
without having at least a little left.

Fair enough. On the other hand, Otogi has been compared to
Gunvalkyrie. Except in GV, the flying was _absolutely essential_ and the
control scheme was far harder on the hands for dashing. I never would
have finished that game if they hadn't wildly overpowered Kelly-3.
