Flashing colours then no signal to monitor.

Hey guys.

I experienced a weird problem about 20 minutes ago. I was updating my website on Dreamweaver CS5 and went to test it in Internet Explorer (whatever latest one is). As it opened the window for IE the whole screen starting flashing many colours at once whilst the cursor went into the loading animation. The monitor then shut off and displayed "no signal blah blah" on the screen.

I opened up the computer (it's one that i built; spec below) and took out the graphics card and gave it a clean as it was quite dusty. Once i put it back in it seems to be ok now but what im wondering is: Is this a graphics problem or monitor. Im thinking that its graphics but i thought i would just make sure with someone with more experience than I.

Also this setup is about 1 1/2 years old now but i have cleaned it up inside a couple of times (taking care to follow safetly regulations e.t.c.). I was planning on getting a new card soon anyway, just want to make sure it was actually that though.

8Gb Kingston HyperX DDR3 - 1333Mhz.
Nvidia GeForce Gt240.
1 x OCZ Vertex 60Gb SSD. (OS drive)
2 x Seagate Barracuda 500Gb.
Coolermaster Silent Pro Gold 800W.
Monitor: 19 inch BlueH (whatever the hell that is :p )
Windows 7 Home Premium 64-Bit.

Oh sorry i forgot to say that they are connected up via VGA.
