Hello and welcome to Tom's Hardware Forums.
You need to go to http://www.dell.com or to your country's local Dell website, quote that Service Tag reference and provide satisfactory proof of ownership from Dell. If you bought it from someone else, they won't help you and we can't here in case we helped someone hack into another person's system.
Sorry but this is one rare instance where Dell may be more helpful than Tom's Hardware.
