Sadly, at your budget, you will be sacrificing performance going with a quad core and then getting a bad video card.

you didn't list a country... a city would be helpful too. (you listed NCIX are you Canadian?)

you list multiple monitor resolutions, please state the native resolution of your monitor (usually the highest that it will display)

what kind of games do you play (RPG/FPS/Strat/ online Multi player BF3)?

you might be able to squeeze a i5 2400 or 2300 quad core and a good gpu into $650. I would need to know your country and city though.
