Cannot customize desktop with limited account

Hi.
I cannot customize the desktops, or any setting that I should be able to
change, like disabling the pop-up blocker, when I'm using a limited account.
I can't even move the dektop icons around!! When I logoff and login again,
all the canges I made are gone! The desktop backround is white, etc...
This is happening after I installed the SP2.
Can anyone hep me?
