Minimum specs for a home web server?

I am looking at starting up a small business online and need a server to run a database and small web site, also to act as the server side of a small app. The hosting solutions I've found so far come in at around 75 euros a month on a 2 year contract which is far more than I want to gamble on my weak business sense! So I'm looking at getting a fast internet connection and running the server from home.

I managed to put together a basic system based on a Pentium 630 with 4MB of RAM and 320MB hard drive. Data backup would be off in a cloud somewhere. The system (using the cheapest case, an OK power supply, and the cheapest motherboard) cames in at around 220 euros. I could get an HP proliant server for 193 euros, but those are powered by 1.3 GHz Athlon with 1 MB of RAM, so I don't think the proliant would be up to the job.

Running the server from home means I will be able to charge my internet usage as a business expense

Actually I think I might downgrade my build to a celeron...

I'm now thinking a bulldozer CPU might be a good choice for a system running a DB, Web server, Servlet container in parallel.

I'm thinking by the way of slightly overclocking the CPU, but undervolting it as well.
