Do psus have adaptive power levels ?

would my 850 w psu constantly pull the maximum from the house

No, how ever much the computer needs it will draw.

EDIT- Might aswell add a example, if your computer needs 200W, it will only draw 200W, it isn't forced 'the power' otherwise it would burn out the parts.

You power supply only draws as much power as your computer components need, not 850w.

Just for clarification, the draw from the wall would be what the pc needs plus the conversion (ac to dc power) losses so if the pc needed 200w then the draw at the wall could be 220w (90% efficient psu) to 300w (50% efficient PSU) Most likely in the 220-240w range though as most newer psu are 80% efficient or so and up to 90%.

A 50% efficient PSU would draw 400 watts [:pinhedd:1]
