Windows 7 64 bit crashed and installation stuck at 0%

I just built a computer a week ago and was running great until yesterday when it just crashed on me. Windows 7 64 bit will not load and needs to be re installed but it wont install. Loading Windows 7 from the disk is incredibly slow and when I get to installing Windows it will get stuck at 0%. An error I received while trying to install Windows 7 is "error 0x80070057." I have tried removing all unnecessary chords plugged in the computer. I have tried taking out the Ram and moved it around. I have unplugged/plugged and switched around the sata cables and still nothing. Has anyone experienced this same problem? I need help please!
