Core i5 450m Throttle Issues

I have a friends laptop and am trying to help him out with it. The issue was it was running slower then issues. i did a few tests and figured out that the cpu itself is not throttling back up to its recommended speed. It is staying at 1.1ghz He has a core i5 450m its designed speed is at 2.4 ghz. even if i run intelburn or prime 95 it will not throttle up to its proper speed. i have tried turning speedstep off and it will still only stay at 1.1 ghz. The core temps are only in the low 40's so it is not throttling due to temp issues at all. Everytime i reboot it changes clockspeeds now it seems to want to hold at 2.2ghz. Does any one have any suggestions.

I have a similar problem... how did you fixed it ?

I reset bios to default values and changed power settings to high performance and i didn't seem to have any throttling issues after that.
