How to manage read/write error on HDD

Hello, i cannot manage the external 500gb HD that had write/read error. i need to empty it of all data as to store new data, but it does not open, saying do you to format it? if i say yes, it says it cannot be formatted. its file system FAT. i tried run cmd, but it did not work.
