Bottleneck question

I currently have a AMD Phenom II X4 965 BE, Im getting the 8150 sometime within the next month or so or probably just wait till holiday season for some deals.

Now my question is. Would my EVGA 660 Ti be bottlenecked with this AMD FX 8150 ?

Yes. Do not get the FX 8150 which is just a sidegrade. Wait for Piledriver which comes out next month.

The FX 8150 is equivalent or slightly worse than the Phenom II, so it's a waste. I'd wait for PD, which will be a bit better than the Phenom II.

And also I have another question, is there a way to tell if something is bottlenecking something, because Ive gotten into the Planetside 2 beta, and sometime in the huge battles I lag pretty bad, sometime below 20 FPS, and my computer is way over the recommended for the game, well maybe besides the processor. So ive heard to sometimes test a bottleneck is to lower the res and see if fps increases and if it does then it could be the gpu in that case, but i can lower it really low and theres no fps increase whatsoever, maybe by a very small amount if there is.

Try updating your GPU drivers and your mobo/chipset drivers.
