Why no sets of SSE4.1 in 3990k

There is no 3990K, so I'm not sure what you're talking about. If you're referring to the 3930K, then it does have SSE 4.1 support.

Doesn't matter, a cpu with SSE4.2 will support SSE4.1.

It just means that the cpu was created with a minor instructions set update.

Think of it as car engine, it may stay as 1.2L but over the years it gets tweaked by the manufacturer for better fuel efficiency and more power.
