My HD 7950 performs very poorly

Hey guys, this is my first post.

So about a week ago I bought the Gigabyte HD 7950 OC'd version to replace my 6850 . I read a lot of 7950 benchmark articles and the results were very promising with high frame rates @ Max settings. I was very pumped and went through all the games on my pc thinking they will run smoother than ever. But my 7950 performed rather poorly. I get about 30-50% lower frame rate at the same exact setting at a even lower if not same resolution. (the benchmarks were 1920 x 1200 and 1920 x 1080. I play at 1080.)
Are there ways I can improve it's performance without overclocking? Do i have a defective card?? Should I return it and wait for the GTX 670 or 660 Ti?
EDIT. It was ~5-10 more fps than my 6850 on most games at the same settings.
All my games would play at around 25-40 FPS?? I dont have a FPS capper.

Total system specs? EDIT. Just saw your system specs, try reverting drivers.

trying turning reducing physx if ur playing arkham city. it doesn't run well on AMD cards. as for lower frames on other games, it could be driver issues but there isn't enough information to go on so please post a bit more details. like system specs, frame rates from ur 6850, so on and so forth. post as much as u can

check with famous benchmark tools (3dmark, unigine, etc).
compare with others (reviews, forum, etc)
If it is acceptable then most likely driver problem.

Drivers are the most recent ones. running Catalyst 12.3

Did you reinstall drivers upon installing new card? People often miss that step, but it's necessary. Although it seems like it's the same driver, it's not. It's just shares the UI, and all the drivers for all the cards are in the downloadable package. When you run the installer, it automatically detects your card and installs the right driver.

ok, i think it was a driver problem. I tried uninstalling/deleting all the driver files and catalyst. Then i re-installed everything but it's still the same. I did that a few times again and same result. So i took the card out and plugged it back in. Then I went to my registry and deleted all the associated files i can find. Finally reinstall drivers and catalyst and BAM! Frame rates are getting around 45-70. Still not as high as the benchmarks i saw, but a good improvement.
