GTX 560ti Twin Frozr II fan problem

I got a brand new GTX 560ti today from MSI. as soon as I booted up the pc one of the cards fans was screaming at 100% while the other was at a typical 40%. It was as if one of the fans was ignoring the pwm signal. Should I RMA it?

I would update your drivers first (from the Nvidia site, I think 196.xxx is out), download MSI Afterburner, set a fan profile, reboot a couple of times, then RMA.
